EV Charging Without a Driveway: The 2026 UK Guide
EV charging with no driveway is workable in 2026: cross-pavement gullies, the £500 on-street grant, lamp-post charging and honest cost comparisons.

You can absolutely run an EV without a driveway — you just have to be more deliberate about where the electricity comes from. In 2026 the strongest option for most on-street households is a cross-pavement charging gully: a slim channel in the pavement that lets you charge from your own wallbox at home rates, backed by a government grant worth up to £500. Beyond that there’s lamp-post and kerbside charging, a growing public network, and charging at work. Around 6.6 million GB households — 24.6% — have no off-street parking (Field Dynamics analysis of Ordnance Survey data), so this is a mainstream problem, and the answers are improving fast.
How a cross-pavement charging gully works
A charging gully is a narrow tray cut flush into the pavement between your property and the kerb. Your charging cable lies inside it, a lid closes over the top, and the pavement stays flat and safe for pedestrians. Kerbo Charge, Gul-e and Charge Gully are the established products; Kerbo Charge alone is live with 36 UK councils (last checked July 2026).
Two things are non-negotiable. You need your local highways authority’s consent — the pavement is public highway, and you must not dig it up yourself; installation goes through your council’s approved process. And temporary fixes such as cable covers or mats laid on top of a cable don’t count: GOV.UK explicitly excludes them from the grant route below.
What you’ll pay for the channel varies dramatically by council. Freedom of Information research reported in April 2026 found resident costs ranging from free to over £1,000, with 7 councils live, 21 trialling and 28 planning 2026 rollouts — and 42% of councils expecting to offer cross-pavement charging by the end of 2026. If your council said no a year ago, ask again: a £25 million government scheme announced in July 2025 is funding exactly this.
The £500 on-street grant — and how the process differs
The EV chargepoint grant for households with on-street parking covers 75% of the cost of buying and installing a home chargepoint, up to £500, and is funded until 31 March 2027 (last checked July 2026; see GOV.UK). To qualify you must own or rent and live in the property, own or lease an eligible EV, and have no private, exclusive off-street parking — no driveway, garage or allocated space.
One honest wrinkle: unlike the standard renters-and-flat-owners route (which requires off-street or allocated parking), the on-street route asks more of you. You apply yourself via GOV.UK Find a Grant and must provide evidence of your council’s consent for the cross-pavement solution; once approved, an OZEV-authorised installer claims the grant on your behalf. On the wiring side, a 7kW install typically completes in a single 2-4 hour visit, and the installer you choose will check your supply and consumer unit as part of the quote. Why a trailing cable over the pavement is a liability
Draping a cable across the pavement is the tempting shortcut, and it’s a bad one. Under the Highways Act 1980, section 162 makes it an offence to place a wire or other apparatus across a highway in a way likely to endanger people using it, and section 178 prohibits fixing cables over, along or across a highway without the highway authority’s consent. Many councils prohibit trailing cables even with rubber protectors. More practically: if someone trips, the claim lands on you, and it’s far from certain your home insurance would respond. There’s no standard national fine — enforcement varies by council — but the risk is real either way, which is precisely the problem gullies exist to solve.
Lamp-post, public and workplace charging
If a gully isn’t possible on your street, kerbside charging is the next-best routine. char.gy, one of the biggest lamp-post charging networks, charges 59p/kWh in the day and 39p/kWh overnight (midnight–7am); ubitricity moved to time-of-use pricing in April 2026, running from 44p/kWh overnight to 66p/kWh at evening peak (both last checked July 2026). If your street has none, ask your council — many are running LEVI-funded chargepoint programmes and take resident requests.

There’s also a VAT wrinkle: home electricity carries 5% VAT while public charging currently carries 20% — a tax tribunal ruled in March 2026 that the 5% rate could apply to public charging, but HMRC is appealing and the 20% rate remains in force for now. The size of that gap is the whole argument for a gully: it turns street parking into near-driveway running costs.
